Marriage registration

I have married one year ago. Now I am applying for marriage registration to Block Development Officer (authorised for rural area) with all documents but with certain change. i.e. with an affidavit stating to change the surname of my wife (from before marriage to after marriage). But the BDO refused to accept the affidavit made under executive magistrate and only asks about voter ID and Aadhaar Card. Plz provide required law about my documention for changing the surname and getting registration certificate.

Your affidavit has to be supported by Aadhar Card, which has now been made compulsory for registration of any/all documents/deeds.

Thank you Sir,
I have aadhaar card having surname (before marriage) and in the affidavit it was clearly stated that the surname has been changed from --------to this----------. If I want to change aadhar, aadhaar centre is not chaning the surname as no ID Proof (surname changed) & not accepting the affidavit. Rather he is asking about marriage certificate if any. When I am going to have marriage certificate, the certificate issuer straightly refusing to accept the govt document (affidavit) as ID and give the certificate with changed surname. In this situation what documents will be provided to the certificate issuer so that he can give the marriage certificate with surname changed.
