Macp of central government employee

I joined on 1st December 1991 as a Accounts clerk in school in scale of 1200..I got ACP after 12 years in 2003.As per sixth pay commission when I am entitled for Macp.. I am getting Macp.In 2013 instead of 2011..My employer is giving second macp w.e.f i2013 and I have completed 20 years in 2011 in PB2 with grade pay of 4200 .
The finance minister had upgraded grade pay of 4600 in place of 4200 and merged the pre revised scale of 5000-8000,5500-9000 & 6500-10500. Please advice.. I am confused

Had you taken up the issue at the time of entitlement not paid.

Go through the departmental guidelines and discuss in detail with some senior person in accounts (may be from other school) after showing him full records.

You are entitled for being considered for second upgradation on completion of 20 years. If not considered, obtain the requisite information under RTI and file an Appeal under Rule 23 of the CCS(CCA) Rules if you have been denied the upgradation without any valid justification.

agreeing with Mr Venu I will add that normally CCS(CC&A) Rules are seen in context of disicpl;inary cases. However rule 23(iv) permits appeal against disadvantageous interpretation of rules.

Submit your representation to the departmental head for grant of 2nd MACP. If no (or negative) response, move to CAT through a local lawyer practicing service matters.
