One money lender (licence) given me a loan of rs 2 crore by cheque. but the cheque has been bounce in my bank. he has given a one letter of confirmation with cheque. what legal action we can take.

Dear Sir,
You can file a suit for recovery of the said amount but you have to pay heavy Court fees or you may try for cheque bounce case since the money lender breached to pay you the loan as confirmed by his letter.

1. An anonymous author should not expect obligation of experts as per rule of this platform.
2. You did not get any money as loan, as per your statement, since the cheque was dishonoured on presentation. Moreover, how could you establish that the amount (loan) was the legally enforceable debt of the money lender ?
3. Prima facie it is an examination hall question paper, it would be better to seek guidance of your tutor.

No remedy lies for bouncing of cheque as it was not given in satisfaction of any liability. If the lender has charged any processing fee from you then you may lodge a FIR against him for cheating
