Licenses needed to start a manufacturing factory

I want to start a soap manufacturing factory. I want to know about the licenses needed before starting. Things I know about:
1. License from Drug Control and Environmental Regulations.
2. Trade License
3. Certificate from Pollution Control Board, if land is near residential area.
4. A License under MSME
5. A License under Food and Drugs Administration
6. A Layout Plan approved by the authorities.
7. Get the premises inspected.
8. License under shops and establishment act

A separate bank account, GST/ Income Tax Registration and installation of sewage treatment plant (STP) may also be looked into.
However, it would be better to consult a local lawyer and CA.
