Legal process for getting migration certificate

Respected, Experts,
I am law graduate. After completion of my 3yrs Bachelor of Arts graduation (B.A), I have completed my 3yrs LL.B from same university under same registration No. During the last semester of LL.B I have taken admission of M.A in an other university through "DISTANCE MODE" as its eligible criteria was B.A graduate. And I have taken outward-migration certificate by showing my B.A PASS CERTIFICATE. Now after completion of my LL.B I have taken admission of LL.M in an other university through "REGULAR MODE" and here also I need outward-migration certificate and I applied for that by showing LL.B PASS CERTIFICATE. But the university does not want to give me the migration certificate again which I have applied for regular P.G course(LL.M). I tried to make them understand the fact why I need the migration certificate again but the official refused to accept the fact of double graduation i.e 3yrs. B.A and 3yrs. LL.B graduation and they retain my original Registration Certificate. Please, advise me what should I do in a legal way to get my migration certificate? Is there any fault at my side related to pursue two P.G degree simultaneously in distance and regular mode combination? If I cann't able to submit the migration certificate, my LL.M admission will be cancelled.

First of all, ascertain the norms laid down by the University as well the UGC through RTI Act.
