Legal Heir from tehsildar or municipal corporation

My boss has taken a flat and he is died last month... Some amount is balance to pay for the builder. But no nominee is mentioned. Now his wife want to pay balance amount and want to register flat on her name.. Is the legal heir issued by tehsildar accepted or not

Has the builder refused to accept the balance amount and transfer the plant?

Anyhow, this contingency would have been covered by the agreement itself. Please peruse the same.
