Issue of waybill in case of e1 transaction under cst act 1956

Thanks Raja Gopal Sir, But my concern is, who has to issue road permit and to whom to issue.

Hi
the road permit is to be issued to the first buyer only. the subsequent transfer of goods happens only after delivery of goods to carrier. so the first seller has to issue road permit only to first buyer. The first buyer then transfers the titles to Second buyer by endorsement after the goods are delivered to carrier or when the goods are in transit.
