My husband got second marriage without my permission. I wanna nullify it. Is it possible ? Can I send legal notice to the particular register office? ? ?

Incomplete facts. The husband got married second time without your permission, what do want to state here? What are the religions of you and your husband?
If you both are Muslim, in India the Muslim can get married second time without taking permission from his first wife, the Shariat Muslim Law applies that allows 4 Muslim marriages to Muslim man in India, however a Muslim man with one living Muslim wife cannot marry second time according to civil form of marriage under the Special Marriage Act,1954 .
If you both are Hindus having valid Hindu or Civil marriage existing, his getting married second time is by itself void marriage, you don't require any nullification of such marriage from any authority.
