A person having rental property on Pagdi system is not absolute owner of the property.

Discuss the situation with local lawyer.

Pagdi is nothing but you are tenant under the provision of rent act.

Transfer of tenancy you require permission of Landlord

Rajendra K Goyal (Expert) 08 December 2016
Living for 40 years does not give ownership rights to tenant in the property.

Some property right appears to be inherent in the Pagdi system. However, the matter needs to be followed up on the basis of expert advice from a competent local advocate.
Kumar Doab (Expert) 09 December 2016
Discuss with local counsel.
