District Judge's court. to KNOW THE PROCEDURE YOU HAVE TO CONTACT A LOCAL LAWYER.

No need to go to any Court,a very noble work.
However, certain NGO's are function through out India, who are providing all sort of help (including legal aspect) to the parents desirous of adopting a child.
Contact/engage a local lawyer.

My friend want to give her child in adoption and to her collegue .. both are staying in mumbai .. they were asking me about court procedure.. so i want to know whether court permission is required if both parties are in same state?
