House in slum redevelopment area

My daughter wants to buy a 1BHK house, admeasuring about 300 sq. ft., in a Slum Redevelopment Area in Dahisar East.The building is about two years old and I understand, as per rule, the owner can sell the house only after completion of five years.The owner has informed my daughter that the house could be sold even today but it will be transferred in the name of my daughter after three years. Hence my queries as follows:
1)In the circumstances stated above, whether it is safe to purchase the said house today?
2) Whether such a contract is legally permissible?
3) If yes, would it amount to agreement to sell?

The answer is obvious: no legal transfer is permissible at present. Rest of the matter is that of trust.

You are investing your hard earned money, do not indulge in inviting legal hurdles in such deals even to save some bucks. Such deal may ruin your mental peace till it is not in your name.
