If police does not lodge FIR, consult a local lawyer and file complaint in court.
T. Kalaiselvan, Advocate (Expert) 24 September 2014
If a complaint with the local police is ineffective without any action, you may approach the district police superintendent along with a copy of complaint seeking his instruction to direct the local police to initiate proper action on the subject issue, if in case even this is ineffective, you may approach the Judicial magistrate court with an application u/s 156(3) cr.p.c. seeking its direction for proper investigation by the police and file FIR if need be.
