Hague convention on service abroad of judicial documents

I would like to ask when a foreign party of America is serving summons on Indian Defendants via Ministry of Law under the Hague Convention, is it necessary that all the documents (service request + complaint packet) has to be original hard copies;

secondly, whether these documents needs to be directly delivered to the Ministry or delivery of documents can be done through a law firm who shall submit to the Ministry itself.
