Making any changes in the landlord property will definitely require landlord permission. Read your rent agreement, there could also be a clause regarding construction\modification done in the shop. Regarding from Kolkatta Municipal you can approach their office and inquire about the rules and regulations regarding the construction

changing flooring tiles does not require landlord permission nor that of muncipal corporation

You cannot make structural changes without the formal permission from the landlord. You cannot also make structural changes in the existing layout without the formal approval of the Municipal Corporation, if constructed on Corporation's approved plan.

Do take written permission from the landlord.
Making constructions without written permission of landlord is good ground for eviction under WB Premises Tenancy Act, 1995.
