Facing problems in recording my qualification in service book - need help

Dear Sir's,
I am PSU employee and have joined my organisation in 2008. It was a Group C post with qualification of 10+2. At the time of joining I was in my "FINAL SEMESTER OF GRADUATION". As I joined my organisation immediately, I completed my graduation a year later in 2009 by clearing the papers.
1) No where in the in the initial application, I was asked to give qualification which I was pursuing, instead it asked completed studies. Since I was just 10+2 at the time of application, I did not mention that I am pursuing degree.
2) Now when I request the administration to add the information in service book, they said that it cannot be done as I did my graduation without intimation and not intimated the same in the application.
3) Since I joined the course before joining the organisation the intimation point is not valid on me and also there was no provision for intimating the same in the initial application. So its not the fault on my side.
4)My organisation is not so rigid, but are worried about the rules. They said, if there are any any orders which permit ex-post facto intimation to record, then they are ready to do. Is there any order/ circular / court orders which talks about ex-post facto intimation?
5) Because of this issue I am not able to get NOC.

@Venu Sir: NOC for appearing in Interview/Job.
"Update on Issue": After I made my query here, I again met my HR today. They said there is no provision to record qualification in service book since it was not intimated and there is no more solution to it too. The only reason why ask them to enter my qualification in service book is to get NOC and not for asking any promotion or any other provisions if any and I also accepted to give them a letter in writing.
The only option available for me according to my management is to "Conceal facts about my previous employer when I am applying for new job" or "Resign and apply, so NOC is not required required". I hope the experts will give a solution to me. Thank You.

The option available before you is that you have to intimate your organisation in writing that you are pursuing your under graduation course at the time of joining the course but since it was not completed as on the date of joining, it cannot be construed as an higher qualification to +2 studies hence the same was not mentioned in the application for employment, however since the results of the under graduation course were declared after joining the organisation and upon successful completion of the same I request the authorities to include my higher educational qualification in my service record.
You tender an application to your office chief, let them give a reply quoting the relevant rules to accept or reject, you decide further course of action after their reply.

On one hand you wish to take advantage that it was not inserted in initial application format that there was no column for courses that you were pursuing.

On the other hand you have not informed the office for the course that you pursued after joining.

Your office has asked for 'ex-post facto intimation to record'.
The lawyers that handle service matters cases of your establishment,employee's unions can help you.

The experts may also provide more input

Thank you sir's for all your reply (help). As guided by you, I gave them "ex-post facto intimation" today. Though no formal reply from them, as of now they have received and I should be getting their decision in days to come.I will come back again to record the reply once received.

Additional Information : I was also told by a Assistant Manager, that they accepted post intimation till recently, but now they stopped accepting due to some reason or other.
@Kumar Doab sir: Sir, actually the initial application just asked us to mention the courses which we 'completed' and no option to mention pursuing course as I cannot enter completed date, without which the application will not be submitted.

Get hold of such acceptances and apply to good offices of your establishment for acceptance in your case too.

If at all any additional benefits ie.advance increements etc., is entitled for aquiring the graduation,the management need not bother for passing entries about your additional qualification.The management is not well equipped about the service matters,I suppose.

It appears that alleged problem faced by the queriest more of imagination than a reality. I am afraid the queriest has been relying too much on casual discussions with some individuals than taking effective steps.

@Venu Sir and Rak Kumar Makkad Sir : Sometimes it seems to be imaginative, but to be frank it is the management which does either purposely or sometimes unknowingly.There are reason why say purposely as many rules were by passed in the past to bring few to the posts or to give promotions to higher level. Secondly, I met the Assistant Manager and I just quoted what she said and it was not a causal discussion with someone. Our's is a new PSU originated before 10 years and most of the management staff are promoted from clerical cadre except a very few. I promise that I will not waste the time of experts by coming out with a imaginative topic or sharing casual discussions.
I have also filed an RTI today to get relevant documents or guidelines if any with respect to acceptance/denial of ex post facto intimation and also details of individuals to whom it was accepted so far.

The only reason why I asked in the forum of elites is to know whether "any specific guidelines is provided by PERSMIN for ex-post facto intimation alone, which I didn't find anywhere in the PERSMIN site or Swamy hand book."

There is no specific instruction as desired by you but it shall be better to wait the response against the information sought by you under RTI act.
