Extension of joining time in central govt jobs

Dear Sir,
I am Nagarjuna from Guntur, AP.
Recently i have been selected for Central Govt Job through Staff Selection Commission .I have posted as Junior Technical Assistant (JTA), Group-B, Non Gazetted at Ministry of Corporate Affairs, New Delhi. I received offer of appointment on 24.04.2017.
Presently, i am working in Andhra Pradesh State Financial Corporation (APSFC)which is a statutory Corporation, govt of Andhra Pradesh. According to terms of my present employment i have to serve 3 months notice period for resignation. I have not applied through proper channel. More over a critical family emergency arisen in connection with my wife's health. My wife got Pregnency with Severe health complication. Doctor advised her to take complete bed rest and not to undertake any journey. Being a responsible husband I need to take care of the situation and look after my wife’s medical condition which demands a considerable amount of time of 6 months and apart from me, there is no one who can manage this period of crisis
My Doubts are... whether i will get extension of joining time from Central govt.

Send request to the appointing authority with sufficient justification and wait for response.

Sorry sir, I did not contacted the appointing authority. I am planning to write a letter seeking extension of joining time. The problem is appointing authority is at Newcastle delhi and I am staying at Guntur, Andhra pradssh. Whether I will get extension of joining time, if I write a letter requesting appointing authority?

Nobody can say anything on behalf of the appointing authority. Only appointing authority has to answer.

No no sir, I already mentioned that department is Ministry of Corporate Affairs, New Delhi in my first post. I contacted them over the phone, they are saying 50:50 chances.
