Is there any provision in CPC of getting help from central forces (such as RAF or army) in case local police authority does not able/capable of delivery of possession?

No there is no such provision. Local police may seek help from local administration for compliance of order.

no such provision in CPC. file application in court u/s 151 of cpc for more police force which can deliver possession.

Local police is competent and authorised to execute such warrants, if it is not an academic topic for debate.
What is the problem? Why do you need army or RAF to be deployed at your instance?

As the judgement debotor is a polital influenced person (very close to a MLA of our state), local police has reported to court that they don't have enough police force to execute the order of the court.
