Demand promissory note delivery letter importance?

Why do bankers take DP Note take delivery letter from the borrower? Shall the borrower sign it or not?

Not so. I posted first as anonymous person. But later I came to know anonymous queries will not b answers. Hence I posted d question again in my name. But I this that's not of much importance.
