Deliberate delay in paying penalty for the issue of notice in high court

Dear Sir,
I request for a sincere advice for the following.
A review petition is sought by UoI, in Hon. High Court. But UoI is not paying the necessary Penalty and other charges, intentionally. Thus, the notices to respondents are deliberately being delayed.
Is there a legal provision, under which, the affected party, can take up the matter to Honorable High Court for Dismissal or Speeding up the issue of notice.
Would be grateful for a kind & considered advise at the earlier time.

You may apply to High Court u/s 151 CPC (if it is a civil case) u/s 482 Cr PC (Criminal case) for early hearing.

This is a common pratctice adopted by litigants to delay the proceedings. It is unfortunate that Union of India is adopting the same tactics.

Assuming that the matter pertains to civil case, you may file an application u/s 151 of CPC before the High Court seeking expeditious hearing of the review petition and other relief to render justice.
