Delegation of powers by occupier

Dear Members,

My query relates to Factories Act

It is often time consuming to get signature of occupier on various document for approvals especially to authorities within the state (Telangana State). Many insist on occupier to sign.
Can occupier delegate the authority to Factory manager to approved specific documentation to be submitted. if so under which provisions of Factories Act & Rules.

I wonder, as an advocate, if you have preferred to put a puzzle before the experts to solve or have sought help from them to sort out a problem!

Occupier of what, document to be submitted to whom by whom, and in what way the matter is concerned with the Factories and Rules, is required to be clarified.

Please give exact nature of the problem and the background of the case.
