Declaration value suit

Hallo,
I bought out one home by paying Rs. 4.5 Lacs by cheque with receipts in year 1999. I have Sale deed of Rs. 4.5 lacs but not registered duly signed by Builder. I have paid full value of Duplex. My Builder committed Suicide due his family dispute but before our Duplex registration in year 1999. I have physical passion of Duplex but not passion a letter from builder. For getting legal owner-ship I tried to consumer court for justice. But since we do not have register sale deed or agreement to sale on that basis we are not consumer & Court denied the plea. Property is located at Akola (Maharashtra). Now We have shifted to Pune & the property rent-out. Builder legal hair stay at Akola. All duplex holders are facing same problem. Legal Hair is not agree for registration of property. She demands more value than purchase value like Rs. 30-35 Lac Market Value .

My query is Can I suit a file in court under declaration value at Pune/Akola. For getting title of property what should I do? If move to civil court it take time. My job at Pune.
Please advise me. What should I do for getting legal title of property? Its market value Rs. 30-35 lacs now.

Dear Sir,
File a permanent injunction against legal heirs of builder let the legal heirs go to the Court and establish their right. You have perfected your title by way of 12 years by staying their for more than 12 years.

Thanks for sending reply. I just want know can you tell me normal time period for suit file of Permanent Injection?
Is it possible to file under declaration suit ? Please elaborate and more options which one is best get justice in small time .
