Contractual employee and noc certificate

Dear Sir,

Currently i am working in a Govt PSU as a contractual employee and my contract for 3 year.During my contract period i if i wants to apply for any job in other Govt organization or PSU then i required to take NOC from my current company for other job application? because all Govt/Semi govt/PSU ask for NOC from your current Govt employer. So please clarify this rule is only applicable for permanent employee or also for contractual employee.

There is nothing mentioned about NOC for other job application In my offer letter and agreement. But requirement of NOC at the time of interview is mention in Vacancy notification of a PSU company in which I wants to apply. So I just wants to know this rule is applicable on me or not because I am contract employee in present company and going to apply for permanent vacancy in other PSU.

Refer the terms of breaking the contract. However, nothing wrong in applying for the NOC it would be favorable if present department proceed to slap penalty for breaking the contract.
