Compensation in consumer case against the builder

In the case, in which buyer didnt get the said amenties by builder.flat is in possession of buyer. but Building is still not complete and there is no lift in the building and there is only one flat is sold. on first floor. Now the owner of this flate in firstfloor want to complaint to the consumer forum. Can the complaint can be made to refund the price of flat... can he? Howmuch compensatin can be met? and how much should we seek? built up area is near about 30 sq.ft and price is aboout 14 lacs

For mere deficiency of service generally money is not refunded unless the buyer makes that prayer at the initial stage and stops making further payments.
Compensation and damages differs from facts circumstances of the case.

but the consumers are senior citizen....60 years of age.... and one of them suffering from high blood pressure thats why the lift is the needed.... and one more question that for the refund of 14 lacs with further compensation?? where i have to ffile complaint in district commission or the state comission??? and in state commission for oral arguments,is the english langauage compulsory? or can we use the locaal language????
