My brother facing this issue.
Can co-operative housing societies refuse tenants because they are student or bachlor?

Such decisions of the society may be arbitrary.

Society can refuse. Society has to see the common interest of the majority of members, NOT of individual members. They can pass ny resolution with majority vote. Members have to abide by that. Your brother may refer to the byelaws of the society along with the resolutions passed by it, if yet not incorporate in the byelaws.
