Clarification on Stilt + Ground + 3 Floors

Dear Sir / Madam,
I have seen a property in Chennai municipal limits which is approved as Stilt + Ground + Three floors and it is completed and obtained the completion certificate. I am buying on 4th floor and above me is the Terrace. Now, my questions are as below
1. Is the construction legal?
2. The builder uses the word Fourth Floor in the construction agreement. Whereas the same is shown in the plan as stilt + Ground + 3 floors.
I am at a loss to understand this. Not able to proceed further because of non clarity between the builders agreement and the municipal approved plan. Request all to throw light on this issue.

99% I can make out Fourth floor is illegal which he is trying to fool you and convince you to take it .

Still to check ground reality you may take opinion of local architect who can check building plan , do site visit and tell you 100%

Avoiding professional fee of Architect and Advocate is actually causing disaster while purchasing flat all over India.

People are ready to pay 2% commission to 10th Pass Agent but architect and advocate they are not ready to spend even small amount and when they are caught in problem they meet them in panic situation and eventually end up paying in lakhs.

Please don't take help of builder /investor architect or civil engineer take opinion of independent architect whom you should pay directly and not under influence of builder

Have you personally or through some architect & civil + structural engineer inspected the construction agreement, drawings, model and completion certificate issued by municipal corporation Urban Art Commission, Chennai Fire Service and Airport Authority Chennai?

Whether stilt+G+3 is permissible as per laws applicable?

Resp. Sir,
They generally put various amenties in building plan and they misuse it to sell the components to private buyers.

Eg. Stilt must be car parking , They get car parking approved in building plan and sell car parking as offices or godown to others

Ground Floor he may have represented as First floor to inocent buyers

Some time they dig more and create more rooms and space like under ground bunker , In one place where lot illegal activities where going on , they raided premises after entering they found so many underground rooms etc they had to call local authorities with drawing and to shocking local authorities with special equipment when they entered they found 2-3 floor below ground concealed rooms underground

Similarly what you can expect you never know in construction
