Cantenanated property be given on lease...?

I have a tenanted room in chawal of MHADA in Mumbai. I have only rent receipt of the said property which is on my father name and father is now died due to cardiac arrest. Now we have shifted into another house and decided to give said room on leave and license basis. My query is can it be given on leave and license basis ? can a licensee claim tenananment right over the said room..?

tenant is tenant and not the owner to give tenanted property on leave and license.

You cannot let the property on lease unless you have a right to sub-lease the same as per the agreement executed earlier.
