Can tenant formulate bylaw or amend bylaw in an apartment

There are tenants who are involved in formulation or amendment of by law in my apartment complex during an AGM. They say they have been authorised by the owner. Are tenants allowed to formulate or amend by laws which should be the domain of owners? Kindly clarify.

Any terms of lease agreement are to be amended with mutual consent of both parties.

1. IF the Tenant is holding a registered POA of the Owner, ONLY THEN the Tenant may attend meeting and propose amendments in the Bye-Laws of the Society /Association (subject to the first registered bye-laws).
2. A Tenant only on basis of his Tenancy agreement CANNOT attend meeting and propose amendments in the Bye-Laws of the Society /Association.
