Can central govt employee go on a fully paid foreign travel?

Hello,

I am a Central Govt. employee and I have been invited by a foreign university to their campus for four days. The visit is regarding pursuance of my higher studies there if I am selected. I have to book my flight but they say that they will reimburse my flight tickets. The boarding and lodging will be provided by them. THis is a totally private visit and my government work has nothing to do with it.

Therefore, I want to ask that being a Central govt employee, can I go on a fully paid private foreign visit? I will be taking permission from my office to travel. Is there any rule which the Establishment section of my office can later show so as to prevent me from going abroad?
Please help. I need it urgently.

You are sadly mistaken when you say that "This is a totally private visit and my government work has nothing to do with it"

You need to take prior permission before flying for :-

(i) joining educational institution.
(ii) joining educational institution abroad.
(iii)having contacts with foreign body.*
(iv) Receiving financial help/hospitality from any person other than Indian National.*
(v) for applying for passport
(vi) for travel abroad.

(vi) FCRA clearance for receiving any financial help/hospitality from any person other than Indian National

Without getting permission from your employer through proper channel, you =r visit to abroad albeit private in nature would be termed as serious misconduct making you amenable for disciplinary proceeding.
So visit it at the risk of getting disciplined or even suspended.

Please cite relevant CCS rules or GoI orders. I am not going to join any educational institute. It is just a visit experience and conduction of entrance test.

I doubt if you are a Central Government employee. Had you been a Central Government employee, you could not have posted such a vague query, as you seem to be totally blank in Government Rules, when you have asked the experts to cite CCS Rules.

By the way, to which group, class or cadre of employees, you belong?

In your two different posts you have made two contradictory statements, (1) visit is regarding pursuance of my higher studies there if I am selected, and (2) I am not going to join any educational institute. It is just a visit EXPERIENCE and CONDUCTION of entrance test.

By the way, if you are not going to join any ducational institute are you going to the foreign university, what was the fun for stating, "visit is regarding pursuance of my higher studies there if I am selected" and making travel for the same? Secondly, when you stated, "visit is regarding pursuance of my higher studies there if I am selected," what is the fun in stating "I am not going to join any educational institute." A question arises, if you ar going to conduct some test, can you state on whom and on whose behalf you would conduct experience and test, whether for your own department or the foreign university?

Secondly, instead of asking the experts to cite CCS Rules, you could well have realised, why you should be paid by the Government for your absence on private travel instead of getting its jobs done from you for which you are paid.

In fact, you have the need to remind yourelf that you are appointed and paid for doing Government job, not to make private travels.

So far as citing CCS Rules, you may better go through Travelling Rules prescribed for Central Government employees.

Do not expect the experts here to run online tutorials.

Yo9u have been told the actions which require the permission.

You go abroad violating any of these permissions and the relevant rules will be quoted by the deptt in the chargesheet you will receive.

further if you have booked the tickets by spending mor ethan 2 mnths basic pay then give in writing to the deptt on prescribed proforma (available with peon of your establishment section)

not able to fully agree with Adv Bharat Singh.

The author does not propose to misuse any fund (as appearing from given facts) of govt rather proposes to violate series of provisions of conduct rules. The query is clear to that extent

You may go thru Conduct Rules, CCS Rules, GOI, and relate for misconduct.

Dear Sirs,
Thank you for your valuable suggestions. I have disclosed all the details and invitation by foreign university and applied for Ex-India leave. My department is seeking clearance from FCRA. I will only leave India if I get permission from my Department.

Thank you all sirs for guiding me. I have been given Central govt's prior permission under section 6 of Foreign Contribution Regulation Act 2010. Hopefully, now my Department will also give me permission. It is always better to proceed through proper channel. Once again, thank you all.
