First get Occupying certificate and Building Plan attached with Occupying certificate this is required get 3-4 copies certified from Planing authority . 1 Copy you will require permanent for your record. So again and again going and getting papers from govt. is waste of time , 2-3 you will require extra.

Mostly Planing authority is your town planning dept. in your local govt (lIke Municipal Corporation etc)

After you are confirmed with this that indeed it is refugee area, then write a letter to Local Govt in charge /Sent legal notice to Person in charge of Local Govt. Like Municipal Commissioner telling in case refugee area in this high-end building is occupied by someone then there can be a grave danger to the life of building residents.

Additionally, put liability in a legal notice on Head of the local authority , that refugee area is not cleared as per occupation plan then in that case of accident entire liability will be on him individually , Local Govt , and all departments under him.

After 3-4 months sent application under RTI what steps they have taken on your notice, with RTI application attach xerox of notice copy.

After this procedure, I will guide you further
