Can an accounts officer working in drdo sign on annexure f for tatkal passoport?

Hi, I am Prathyusha from Hyderabad. I am in urgent need of passport within 20 days and only tatkal is my option left. But I am unable to find any officer who can sign on annexure F except one accounts officer.
I am not sure if he can sign on it.
Can you confirm whether accounts officer is eligible to certify on annexure F ?

Dear Prathyusha,

No, he cannot do so. Even if he does, it will not be acceptable, as he is not the officer with the rank/position prescribed.
You simply apply in the normal channel, and you will get your passport - though not within 3 days under Tatkal, but still in 20 days time.

Alternatively, if you know the AO, then through him you can identify an higher officer in DRDO itself and get the Annexure signed by him for Tatkal. Normally, they oblige.

Approach to higher officer through the DRDO through the accounts officer to get it done.

Further even if the officer is competent to sign,generally do not sign (unless applicant known for years) because of the severe consequences of wrongful attestation.

The Officer should not be below the rank of Dy. Secretary of the Government of India.

In practice, that too in AP, Tatkal passport is not issued unless signed and sealed by the SP of the District.
