Can a criminal court case be file through speed post

Hi sir,
i am a resident of district amethi of uttar pradesh.My house wall has been demolished by my neighbour to occupy the same ,but police has not filed any case against the culprits. it is not safe for me to approach district court because i feel that i might be killed and presently i am in new delhi.
So i want to know that
1)can i file a court case through speed post or registered ad?
2)To whom i have to address the application?
3)how can i give the court fees and what are the other formalities?

1. This method of filing complaint before a Magistrate is not valid. You need to be present in person when you file such complaint. Why do you worry so much. Engage an advocate and he can help you in this regards and then after that your presence is not essential and your advocate will in your absence conduct the proceedings.

Entrust a lawyer to prepare the case and visit the court to file the same.
