Builder not registering flats

My family used to own a land in Hyderabad. We gave the land for development by builder. There were going to be a total of 10 flats in the development. We were to receive 4 flats and builder 6 flats.

Initially the builder allotted some flats to us. Then we asked for different flats during construction. The builder allotted these new flats and we had a new agreement, in the document they stated the flat numbers and the area of each flat.

Then in this document there was one clause which said if the total area of all flats allotted is more we have to pay the builder money and if the area is less the builder will pay us money.

The builder now claims we have received more area but we have received the same area as mentioned in the second agreement.

The builder is not registering the flats.

Do we need the builder to register the flats or can we do it without his approval/sign.

The construction was delayed for several years and we did not receive any compensation for that.

move consumer forum against the builder for deficiency in service to direct builder to register flats

Thank you Ajay ji.. Do we move the consumer court or forum and is it for the late delivery of flats and seek compensation or just non registration of flats or both? We just want the flats to be registered.

Can you provide a web link or details about consumer forum/court and procedures. I looked on google but there are too many websites with varying information for different NGOs

Also i read the below quoted text about filing a case,

In our case the value is greater than 20 lakhs and less than 1 crore so do we have to file at "State Consumer Disputes Redressal Commission"

seek compensation for late delivery of flats also . also for registration of sale deed

contact a local lawyer for filing complaint before consumer forum . pecuniary jurisdiction would depend upon reliefs claimed
