The best option is to seek the relevant information from the Tahsildar under RTI.

In terms of Sec 33 of the Bombay Stamp Act, 1958, "every person having by law or consent of parties authority to receive evidence and every person in charge of a public office" is empowered to impound a document produced before him. Tahsildar is a public officer and as the document is produced before him in a complaint relating to mutation entry, he is competent to impound the document. The only exceptions provided in the section are Police officers or officers appointed by the Govt to investigate offenses.

I agree with the expert advise of Mr. M V Gupta, being a revenue authority Tehsildar is empowered to impound the document produced before him for its usage in evidence.
