Do you not have school certificate, the best document for birth certificate?
How did you get voter card, PAN Card ? Did the issuing authority ignore the fact that you are as still a minor?
Advocate. Arunagiri (Expert) 23 April 2014
What is your date of Birth as per your PAN Card.

Year of birth 1996. That means you are just 18. But you have pan card, valid voter card!
Rajendra K Goyal (Expert) 23 April 2014
Though you have enough proofs regarding your birth date, still you can get your birth date registered at your place of birth with the permission order of competent court and on the basis of that can get the birth certificate.

i am so disappointed by reading the above advices.sorry to the above.
as you are having other valid certificates regarding your birth. file a criminal miscellaneous petition under the provisions of The registration of Births and death act 1969 along with the relevant rules applicable in your state before the nearby 1st class Judicial Magistrate court along with the valid documents as you stated with a prayer to direct the registering authority to register your birth and issue the certificate. better you approach a local lawyer in your place

Since it is barred by limitation the competent authority for registering births and deaths in your residential jurisdiction will not be able to it now on their own merely on the basis of your application for a birth certificate. The procedure for registering your birth in the register held in that office will be on a direction by a court of law. You can contact a local advocate who will be able to guide you further on this matter to obtain the extract of birth register containing your birth details which is generally called as birth certificate.

The query appears to be less than real. The author is just 18 or turning to be 18!
