You can complain to local SDM and then to the local Police Station for the same.

Neighbours can not block the right of way and would have to provide one.

1) lodge police complaint against your neighbour for refusing you right of way

2) further move court and obtain injunction against your neighbour to restrain him from obstructing your access

Complaint to local police, SDM and DC. Also file suit and get injunction against your neighbour to restrain from obstructing your access.

what are the sections of ipc under which the accused person can be booked for not allowing me to use public road?
Anirudh (Expert) 22 August 2014
That is the job of the police on the basis of the contents of the complaint that you lodge. Therefore do not bother about the Sections, just give a complaint giving correct information.
