Applying for higher post in same department

Dear Sir,
I am serving in govt. Of India and I would like to apply for next higher grade post with in my same working department through open recruitment as that post is not achievable by promotion in next 5 years.
Can I apply and what is the procedure?
Kindly guide me

I think, If you are eligible i.e. age, qualification and other requirements as prescribed then you can apply through your department only. if you apply as an outsider, then it may be rejected though you are selected.

*Dose I have to obtain No objection from my department , thought I am applying for same department posts.

Dear Prasad,

May be for the same department, but if you don't apply through proper channel, you are obliged to follow conduct rules of your department and will have to get NOC of the competent authority for applying direct for the post on open recruitment.

Can apply through proper channel with a direct copy mentioning the fact that original copy sent through department.
