2nd appeal was filed with state information commissioner. As the applicant is not satisfied can appeal be filed before Chief State Information Commissioners. Please advice

You should file appeal before the High Court if you are not satisfied with the order of the SIC.Chief commissioner is not the appellate Authority.

1. The SIC is the final appellate authority under the RTI Act. AND "NO" appeal (in any court) will lie against his order u/s 23 of the RTI Act.

2. However, if there is "point of law" against the order of SIC, "ONLY" then a Writ Petition can be filed before the local High Court, BUT certainly not an appeal.
