Affidavit from magistrate for dob proof for pan card

Dear Experts,
I am a resident of Chennai. I need urgent information on the following.

I am applying for PAN card for my mother through an Online portal. I understood that I need to submit the scanned copy of affidavit from Local Magistrate if there are no proofs available, I have a sworn declaration done by mother in front of Notary Public ,but not from Magistrate.Please advice,whom to approach in Chennai.Today, I went directly to local court in Saidapet and contacted .I was told that I need to pay Rs.6000.Is there a local magistrate I can contact directly.Please advice.

You can contact some typist in the court premises. He would prepare the papers. Get these signed by the Magistrate specially identified for the purpose. He would ask for the identity proof of the person. He would take no charges for such attestation.

In some state local Tehsildar is the executive Magistrate to attest such affidavits.

In fact yesterday, I was redirected by a typist inside the premises to one of the Advocate/Notary Public,who fixed the charge at 6000 !!!But my concern is it normal to be charged 6000 for the signature/attestation?,I am sure many middle class and poor families like me will not be able to afford!

Getting an attestation from executive magistrate is free, get it privately typed if you have got matter. Your mother has to be present before the executive magistrate with Id proofs. Now a day the person is also photographed (on nominal charges) in some states.
