Post the fats of your query as no sense is prevailing out of your query. Birth certificate duly issued by Registrar Birth & Death is required but if not possible then the situation is otherwise. At some situations matriculation certificate also suffice.

For applying a passport, in the case of illiterate or semi-illiterate applicants (Less than 5th class) an Affidavit sworn before a Magistrate/Notary Public stating date/place of birth as per the specimen ( Annexure 'A') given below is required:

For passport Affidavit sworn before a Magistrate / Notary stating date / place of birth as per the specimen
in Annexure "A" by illiterate or semi-illiterate applicants (Less than 10th class) is acceptable.


You have not mentioned the purpose of the document.

DOB certificate issued by Registrar of birth and death are valid. Prior to 26.01.1989 mark sheet issued by Board / university having DOB were acceptable as proof of birth.

If not registered, birth can be registered late by orders of competent authority.
