Adverse police report for passport verification

Dear Concerned,
I have applied for fresh passport in Nov2014, with voter ID, Aadhar card, 10th certificate and Annexure-F.
I had these certificates with reference to my permanent address. Tentatively we were residing in near by extension. I have shown the address which was occupied by my tenent. So, police has sent adverse report indicating that applicant is not staying in the address. For my near by location I does not had any proof. So PSK personnel suggested me to get a bank passbook in a nationalised bank by opening a new account in support of my new address. When I apporached again one more personnel in PSK suggested me get a certificate from the employer along with passbook. That i am unable furnish. What can do to get the passport done. Why PSK personnel is guiding these wrong aspects? If one person is suggesting other person will argue infact both of them are PSK and government personnel only. They behave in roude way and also they treat applicants like slaves? is it the way a responsible public servant behave in the society? During enquiry they hardly speaks for 2-3 mins after they starts to behave in a roude way. May be some personnel may be soft but I HAVE NOT MET ANY SUCH PERSONNEL [Exception APO] at BANGALORE due to my bad luck.
Driving licence is mentioned as a proof but they wont consider that why?

In the passport application form there are two addresses - permanent and temporary. If your present address is temporary then you should have address proof for that. If your driving license is showing the temporary address that is OK otherwise not. How long are you living in this temporary address? What happened to your voter I.d. card?

Police was right in reporting that you are not living on the mentioned address.
Avoid furnishing any wrong information while applying passport.
If officer at PSK ill behaved, lodge complaint. No government employee is allowed to misbehave with any visitor customer. However, you must be with clean hands first.

While applying for passport you have o furnish correct information in the application regarding all the aspects in it. You cannot blame others when you are at wrong. You may follow the suggestions made by experts above.

Thank you all.I m in mid way of the process now. I vil get back to you all with my updation. Thanks again.I strongly insist to PSK to display a solution list for common issues. Also,web cam with audio recording for enquiry counters then govt personnel will minimise their arrogant behaves.I have seen ladies with their new borns n senior citizens are treated very badly by them. You can have look in those counters to verify the real scenario

Yes, you will make all the mistakes in spite of clear instructions and yet complain against PSKs.
PSKs have improved vastly. The Applicants should also suitably upgrade themselves. They should try to meet the minimum documentary requirements and cannot expect compromises at all places.
Yes, there are cctvs all around in the PSKs, but not for the purpose which you wish.
