Transfer policy is not uniform in all organisations. Also, all India transfer policy normally does not apply to non-gazetted staff, except as a punishment. So, you may better check transfer policy of your own hospital/ group of hospitals.

Normally Gazetted staff has all India transfer liability, i.e., from one state to another. If you hold gazetted post, then your transfer can be made, not otherwise. Moreover, a deputationist has to get repatriated first before any other transfer is resorted to. However, if you wish to transfer at your own request that can also be entertained if in the interest of service.

are you part of a unified all India seniority list or region wise seniority list.

Staff on Deputation need not be taken in to account as that staff may or may not be in the purview sanctioned strength under consideration for transfer. This needs to be considered from your establishment section. As regard to your transfer, your CGHS transfer policy of department needs to be referred.

@P. S. DHINGRA:
i am not gazetted post. im working as a staff nurse.
region wise iam the junior.
which means non gazetted staff not transfer from one state to another state?

why my add. director said like that?

Your Ad. Director may not be knowing the transfer rules or would be avoiding to be blamed for getting you transferred at his instance, if you apply voluntarily at your own.
