Not able to agree with Mr Amit Thakur. Parliament and Legislature do not frame :-

(i) subordinate legislation
(ii) by-laws
(iii)regulations
(iv) rules
(v) municipal rules and resolutions.
(vi) Govt resolutions
(vii)customary law
(viii) judge made laws (precedents)
(ix) administrative precedents.
(x) international treaties
(xi) and many other legally enforceable documents.

The querist is not clear which law he wants to discuss.

Send proposal to the Head of the concerned Department of the Government of India or State, which would process if workable, for further processing by the Ministry of Law, etc.

locate an MP who can submit bill of amendment in parliament.

convince 272 MPs in Lok Sabha
