138 negotiable instrument act

I am a holder of a cheque in due course and the bank has returned the cheque by endorsing "55Account Blocked(21-25), whether i can prosecute the payee for 138 NIA.

Yes, cheque dishonoured due to any reason comes under the purview of sec 138 N.I.Act.you may initiate proceedings u/s 138 of N.I.Act against payee

Before that you must read the provisions of section 138 and 142 of the Negotiable Instruments Act, 1881.
