You can effect change in ur name by issuing a public notice in a local leading news paper and filing an affidavit with the Gazette publication Department of ur State or the Central Govt. For details u may contact the concerned department of ur State. Alternatively, u may also publish in Part IV of the Gazette of India. Well advised. But it is the time to shed away such tags indicating caste. Why are you harping on for the tag?
T. Kalaiselvan, Advocate (Expert) 31 August 2014
Expert Mr. Jagga Rao, while appreciating your novel idea, please can you say what is attached to your name at the end(?), please do not be offended. The author can follow the procedures meant for change of name as advised by expert Mr. Gupta.

@Ld.expert Shri Kalaiselvan - Rao does not indicate caste in Andhra Pradesh. Any caste couple can tag their male child's name with "Rao". Many people used to ask me when I was working out of Andhra Pradesh - Are you a relative of N.T.Rama Rao! "Rao" tag is there in upper castes and lower castes. Hope I clarified your doubt. However, this tag even though does not indicate any caste is shed out in the last decade and now the percentage of giving name with "Rao" is sharply declined.
