Legal heir certificate

My brother in law was born and bought up in Odisha and was working in Delhi since 1996 and then in greater noida before his death. He has bought flat in Greater Noida also. More Over his parents and brothers are syill at Odisha. He died in year 2017 without making any will. I want to know whether Legal Heir Certificate can be obtained from Odisha or from Greater Noida. And what will be the formalities and documentation for obtaining legal heirs certificate.

1.  It can be obtained from Odisha and such certificate shall remain valid throughout India, for all legal purposes.
