Action against defaulter in housing society

Querist : Anonymous (Querist) 03 August 2017 This query is : Resolved 
1) can a housing society reduce the water pipe line size of the defaulter,s flat?
2) can a housing society provide separate water connection to the defaulter, and ask him to operate them self or keep separate operator to operate the water line valve.
3) can a society provide separate water line which will be operate by society operator as per operator,s as convenient.
Note: in 1st case water quantity will be reduce. In second case defaulter has to keep separate operator. In third case water supply time will change everyday.

no, I am not defaulter. I want to know can a society take such action against the defaulter who is not paying their dues after requesting several time. As the disconnection of water supply is completely is unlawful.
