Law has to be interpreted according to the intention of the legislature and in consonance with the needs of the time .To enforce equitable justice where legislature and executive are found lacking .   People can not left  remediless because the act does not provide for a remedy.Court can interfere to interpret law according to the need of the time but court need to work with in limits of the law.   Justice Rakesh Tiwari in CMWP No 69351 69006 69300 69745 of 2006 .Reported in 2007 ( 69 ) ALR 318.
