Information can be solicited in the name of friend or relative in India(he should seek information in his name) , if the applicant is not a citizen himself.

The article says an Indian Origin Foreigner can file RTI. However that is not evident from the RTI Act. It only says Citizens of India can file an RTI. Even the Government of India and CIC have taken the position that an Overseas Citizen of India (OCI) i.e. an Indian Origin Foreigner is not eligible to file RTI.
